Update Build Number Error Message so that it can tell Admins what to do

      In many different contexts, Confluence will not be able to start because the Build Number in the home-dir is different from the one in the installation files.

      The following error is reported:
      "Confluence will not start up because the build number in the home directory"

      The page doesn't have instructions for the Admin forcing them to create a Support ticket.

      The error message page should explain the problem and point to a KB with solutions.
