Prevent bundled plugins from being upgraded

      We've seen issues in support with bundled plugins that get upgraded. These plugins are not tested against old versions (presumably). A bundled plugin is an implementation detail - it's essentially part of the product, not a feature that needs upgrading separately.

      Some examples:

      • Confluence USage Tracking version 0.13 disables itself on Version 3.2 (0.12 is bundled)
      • The Mail Page Plugin from 3.1.1 disables itself after upgrade

      We should prevent bundled plugins from being upgraded.
