Auto-scale historical chart Y-Axis

      Provide an option to allow the historical charts to be auto-scaled.
      ie, if the y-axis is only in the range, 70-80, begin the Y-Axis at 60, instead of 0 to ensure the most amount of detail is visible in the chart.
