Wrap secure rest calls in a read/write transaction

Calls to any rest service that are wrapped by the secure wrapper that ensures the caller is an administrator need to be explicitly wrapped by a read/write transaction. The active transaction is, by default, read-only, which will cause failure if Atlassian User tries to create property sets.
