Fix com.atlassian.sal.jira.scheduling.JiraPluginScheduler$JiraPluginSchedulerService class not found issue

This class has been promoted to first-level public class.
We need to change the fully qualified class name in initial data and test data.
We may need to write an upgrade task for existing customers.
