      Suggestion

Upon installing Jira Cloud or Confluence Cloud mobile apps, and logging in for the first time... if the user doesn't have access to any active instance of that respective app product (Jira or Confluence), then the user will be immediately presented with the option to "CREATE SITE".

That flow may work well for unmanaged accounts, but for managed accounts that often results in undesired rogue instances being created (and more shadow IT work).

This suggestion is about adjusting the initial app screens "post-login" to avoid having new sites created before the user can, for example, potentially request access to an existing site from their organization. If possible to distinguish between managed and unmanaged users, even better - then some message could be presented to managed users to ensure they get to the correct existing sites instead of creating new ones.

      Workaround

Educating the user base to avoid installing/accessing apps for product which they haven't been invited yet.
