Currently if there are some big builds in progress that consume 100% CPU, the webapp becomes entirely unresponsive. We need a xplatform way to lower the priority of the build processes so they do not interfere with the UI.

This has been done, although apparently it has a negligible effect

We've noticed if we renice the main bamboo process to be < 0 (say, -2), then the Linux scheduler will give bamboo more 'love', and it feels a lot snappier while several queues are building.
