If an older version of Bamboo is trying to run a newer version of the data, we should stop the server

If a Bamboo 3.1.1 instance is shutdown and then a 2.6.2 is run pointing to the 3.1.1 Home-Dir, the 2.6.2 will change the bamboo.cfg.xml to an old Build Number.

The Build number should be checked and if it is clear that it is higher than the one for the installation, Bamboo should not even start.

This can avoid potential changes that version 2.6.2 would make to the 3.1.1 database and avoid data corruption.
