Plan variables are not able to be passed into a job's Environment variables

There's a pretty cool new plan level variable tab when configuring your plan.

on JBAC:

I tried a second time to see if it was a race condition:

Notice the bamboo.JAVAOPTS is getting substituted after the build command line is constructed.
