Automatic Clover Integration does not work for Ant + Remote Agents

When running clover with Ant, we need to tell ant the location of the clover.jar. However on a remote agent, the clover.jar is on the server not on the agent.

1. Clover code expects the jar to be either file: or jar:file: so will not recognise the location
2. Even if it could recognise the location, I'm not sure we can make it available in ant.
