Looking at the code, it also looks like its not auto detected on a new server either.

I would look at adding the plugin stuff into the CapabilityDefaultsHelperImpl (if that works). If not ensure that mercurial exe detection occurs in both AgentRegistrationBean and BambooContainer.setupDefaultCapabilities.

This issue is preventing Fisheye and Crucible from getting TPM builds working.
