Bamboo should create Perforce's client root folder automatically

Currently, Bamboo will create the client root folder only if the Let Bamboo manager workspace option is used. Otherwise, the folder needs to be created manually.

When the option is not used, Bamboo should contact p4.exe in order to obtain the client root and then create it automatically in the file system.
