Actions menu appears on plan screen before page is loaded

Several times browsing on BEAC, I see the Actions menu open before the page finishes loading. It looks like the menu is visible by default, then hidden onDOMReady with some JavaScript.

This could be a bit confusing for users who are trying to click it, because the menu is visible but doesn't function yet.
