JBAC is sending too many Notifications

      I got this IM:

      (11:15:30) jira-bamboo@chat.atlassian.com/Bamboo: JIRA Plugins - Toolkit build 3161 was SUCCESSFUL (with 44 tests).
      https://jira.bamboo.atlassian.com/browse/PLUGINS-TOOLKIT-3161/

      However, PLUGINS-TOOLKIT-3160 was already SUCCESSFUL, and config says only send notification on FAIL, and first SUCCESS.
