Support java proxy connection to EC2

      If bamboo is behind a forward proxy bamboo cannot connect to the 'outside' world such as EC2 AWS instances, external jira instances...
      Bamboo should connect with the help of proxy settings that can be specified at startup or through the ui under general settings.
