Elastic agents do not automatically shut down if the Bamboo server is restarted

      Apparently when the bamboo master is restarted (which can either happen for a scheduled reason like a plugin upgrade, or because the JVM borked and it is restarted by contegix or a monitoring tool) then any Elastic Agents spawned from this instance will not die, and will live on, uncontactable until they are shutdown manually.
