SVN URL change is not picked up by all the agent.

If there are more than 1 agents capable of building a plan (the plan has built once before on the agents) and the Source repository URL on the plan changes.

The change is only picked up by the first agent that builds the plan after the Repository URL changes, we need to perform a clean build on all the other agents that hold reference to the old Repository URL.
