By default, Bamboo turns off build queues before export (so that builds do not get kicked off in the middle of a export) and if exports fail, then a exception is thrown and Bamboo does't turn the build queues back on again.

This means, users can't perform (scheduled) backups if LDAP is enabled as the build queues would remain disabled if backups fail.
