Apply the following locks for moving Bamboo plans

    Description

      I would recommend that when a plan scheduled or in the process of being moved, that it be locked from:

      1. activity - such as builds from running
      2. changes (results, plans, jobs, branches) from being deleted or added
      3. from the plan being moved again in a second process / window
