Create mercurial capability link exists even when i dont have permission

When creating a plan, there is a link to create a capablity. This shows even if I dont have the admin permissions required. We should have a better message about contacting your administrator or something...

When clicked i get a permission denied screen, so its not security issue, just niceness.
