Provide an option to disable the plugin upload feature on Fisheye/Crucible.

      Currently, Fisheye/Crucible doesn't have an option to disable the plugin upload feature, so disabling the manual upload of plugins is not possible.

      Suggestion:

      Provide an option to disable the plugin upload.

      This is already possible on Bitbucket and Jira.
