      Problem Definition

      Currently, in the cloud environment, only site-admins can invite/remove/disable users from the cloud site however that group also provide access to the whole cloud site settings & projects by default

      Suggested Solutions

      In some scenarios, permission that allows users to manage the user base is necessary but without the full admin access part.
