      From the first investigation it looks like the download thread hung and the system lock is blocking other jobs (including language pack generation).

      The quick fix is to restart the system (IT asked to proceed).

      Other fixes? Release lock from the admin section? That could be dangerous to data integrity if the lock was released during active/working import jobs.
