Translating in an issue would caused other users to see the i8n labels across different issues

Steps to Reproduce:

1. User A(normal user) go to any issue and turn on translation
2. User B go to different issue at the same time while user A are translating the components(takes up some time).

Expected Behaviour:

JIRA behave normally and show while user A are translating at the same time.

Actual Behaviour:

While User A translating in one issue, other issues experiencing i8n labels across different componet in JIRA:

It's impossible for the admin to determine which user switch on the inProduct Translation as any users can turn on the feature. The behaviour will exist as long as the translator not switch off the inProduct translation and looking at an issue.
