Banner to display JIRA Server's crowdsourcing info

Hey,

Jira Server recently changed the policy on supporting translation crowdsourcing (DACI - JIRA Server Translations - Crowdsourcing of bundled languages).

We'd like to communicate this change by displaying a banner in TAC. The details are:

• Banner should be displayed when user wants to translate a language:
  
• (Optional) It would be ideal if the banner was displayed when on the page above Jira Core or Jira Software are selected as products.
• (Optional) It would be even better if the message was displayed when Jira 7.7.0 version or higher is selected.
• The visuals can be similar to an Info banner in Confluence e.g.:
  
• The message should be displayed since 9th of January.

The message to display is:

In Jira Software 7.7 and moving forward, language support is changing. Bundled languages will no longer be available for crowdsourcing. Crowdsourcing will be available only for languages that do not come bundled with Jira.
