Do not disable search fields when updating results

    Description

      When a search is run the search fields are disabled. This is really annoying. 

      Searches take a long time to complete and TAC still often times out. This means that

      • when a user loads up the page, then need to wait a minute to before they can change the fields,
      • they update a first field, it auto-runs the search even though they weren't done inputting stuff and they wait another minute,
      • they update a second field and it auto-runs the search,
      • and the same happens for every single field.
      • Then the search doesn't return satisfactory results because the user doesn't know exactly what they're looking for and they need to start from square 1. 
      • rinse and repeat for every string.

      This makes every single search take at round trip of >5 mins even though it could be 30 seconds. 

      solution proposals:

      • do not auto search. wait for the user to submit
      • do not do a search on page load (that search is never going to be the thing the user was looking for anyway)
      • if you want to maintain autosearch, 
        • add a debounce
        • do not disable fields so that the user can continue editing.
