Exclude Portfolio for Jira strings from the Jira Cloud Back-end project

Currently in the https://stash.atlassian.com/projects/JIRACLOUD/repos/jira/browse/bin/combine_i18n_strings.rb we generate a single jira-cloud.properties file and it includes the strings from below mentioned plugins. We want to exclude them.
