Create a script that finds all English i18n files and merges them into 1 big JIRA properties file

Python would be a preferred language

This script should collect the English i18n files files from all of JIRA and it's plugins and put it 1 big file.

This script will be used in the bamboo plan to upload English langauge file to Transifex.
