Encoding issue with umulaut character in JIRA's built-in German Language pack

Summary

The umulaut character 'ü' in the JIRA dashboard Add Gadget button German translation text is not rendered in JIRA 7.3 default German language pack. Gadget hinzuf?gen is displayed instead of Gadget hinzufügen

Environment

• JIRA version: 7.3
• German Language pack version: 7.3.0.QR-20161206104648-v2r374-2016-12-14

Steps to Reproduce

1. Install JIRA 7.3
2. Create a dashboard
3. Change system or profile language to German
4. Observe the 'Add Gadgets' button in the German translation.

Expected Results

Umulaut characters rendered correctly as long as UTF-8 encoding settings and requirements are met on the system.

Actual Results

Umulaut character is not displayed and displays as '?' instead.

Notes

Problem doesn't exist in JIRA 7.2.x and earlier versions.
