Throttling of hosting operations over SSH is broken

STASH-3352 introduced a regression in the throttling of hosting operations for SSH, which means that the git clone/fetch/push operations over SSH are not being throttled at all.

This can lead to high memory/cpu usage, swapping and general thrashing of the server under high concurrent load (for instance from a build server)
