atlas-debug with stash version 2.10.1 does not have Developer Toolbar

      I am working on a stash plugin and find the developer toolbar, specifically, the FastDev feature, extremely useful.

      In a clean, example plugin, created with atlas-create-stash-plugin, with stash version set to 2.9.4 in pom.xml, I do see the Developer Toolbar at the bottom when opening the page. See attachment "Screen Shot 2014-01-08 at 4.41.03 PM.png".

      When using the most recent, non-specified version, stash 2.10.1, there is no Developer Toolbar.

      How can this functionality be restored?

      When I log into 2.10.1 as the admin user, I can see the FastDev (and other) plugins have been enabled.

            No changes between Stash 2.9.4 and 2.10 when it comes to the devrel plugins:

            FastDev: 2.2
            Developer Toolbox: 2.0.11
            REST API browser: 3.0.4

            This is on our end, potentially related to the webresource or another platform upgrade.
