Database errors during setup and migration produce useless messages

      When a database error occurs during initial setup or migration, no useful information is logged and the UI displays "A database error has occurred." This renders it almost impossible to determine what went wrong or how to fix it. Useful error messages used to be displayed in earlier versions.
