When deep linking to the pull request activity stream (say from a comment in an e-mail notification), using the "Load newer activities" link does not return all the activities that would be shown if the activities were loaded from the beginning.

I've confirmed this behaviour on 2.3, but it likely affects earlier versions than that as well.
