The add hooks dialog on the repository hooks page has a link and a button which both go to https://stash.atlassian.com/plugins/servlet/upm/requests?category=Repository+Hooks

Depending on whether you're and admin or not, you'll get redirected by UPM to https://stash.atlassian.com/plugins/servlet/upm/marketplace/featured?category=Repository+Hooks or https://stash.atlassian.com/plugins/servlet/upm/requests/featured?category=Repository+Hooks which shows the "Staff Picked" hooks.

This is less useful than going to the "Most Popular" hooks, which would show the user the hooks most downloaded by others.
