When using JIRA authentication, inactive users are shown in Stash

      When you are using JIRA for authentication and you make a user 'inactive' in JIRA, they are still displayed in Stash and appear to be active.

      Making a user inactive in JIRA should make them inactive in any application using JIRA for authentication.
