It looks like JS/CSS resources that are declared in atlassian-plugin.xml with a context of atl.admin are not being loaded on admin pages. Conversely, the admin pages are loading resources with the context atl.general, which is supposed to be for everything except admin pages.

This was noticed in UPM-2254, but would presumably affect any plugin that wants to decorate any pages that aren't its own.
