NOTICE file in root of distribution is confusing

      Anyone casually opening the NOTICE file from tomcat which is part of the Stash distribution will be likely to be confused by it - it mentions nullsoft windows installer etc.

      JIRA also distributes the NOTICE in the root, but we should look into whether we have to.
