Can't move the window via title/menu bar drag when maximized.

    Description

      Maximize the window.

      Typical windows programs allow the window to be restored to a window and moved by clicking and dragging the title bar. See Notepad or Paint for examples. 

      The behavior is equivalent to 'restore down' the window and beginning a drag with the window moved such that the clicked position on the title bar remains at the cursor position.
