Tabs not being restored

I am experiencing issues with tabs not being restored after a restart. I have had this issue happen for several consecutive days and it has occurred before on a regular basis. Figured it would be some odd-case scenario. However, I've recently noticed that there are a couple tabs that do get restored consistently.

I am not able to give more information at this point, but I am willing to provide more if you give me the right directions.

Sidenote: I could not report this as a 'Bug' for some reason, hence it is marked as 'Improvement'. Could someone of the staff relabel this issue correctly as 'Bug'? Thanks.
