In the "file status" view, when selecting a different change-set and back, it does not remember the selection

Steps to reproduce

1. go to the "file status" view
2. select a change set
3. in the change set, select some files other than the topmost one.
4. select a different change set
5. select some files
6. select the change set from step 2

actual: the selection of files made in step 3 flashes momentarily, then the selection goes to the topmost file in the change-set

expected: remember the selection
