Include support in Jira helm values for S3 attachments

      There’s no a dedicated helm values stanza for storing S3 attachments in JIRA so Attachments Storage is not supported for Jira Heml charts.

      It would be nice to update filestore-config.xml in the container image and add a dedicated helm values stanza.
