Summary

Currently, the default Rovo Chat is capable of utilizing specific Jira tools (such as jira_getAllProjectRoles and jira_getProjectRole) to inspect project permissions and role assignments. However, this same behavior cannot be replicated in Custom Agents created via Studio.

This limitation prevents the creation of custom agents for access governance and permission auditing, as they cannot "read" the current state of Jira project roles effectively.

Suggestion:

Create a parity of abilities between minions from Rovo Chat and Rovo Agent Skill/Tool.
