Rovo agent is an option under automation even when Rovo/AI is not activated on the Jira site

      Issue Summary

      The Rovo agent appears as an available option in the automation configuration  despite the fact that the organization or site does not have Rovo/AI activated. This inconsistency can lead to confusion regarding the accessibility of this feature, as users may mistakenly believe that they have access to Rovo's functionalities even when they do not have the necessary activation in place.

      Steps to Reproduce

      1. Goto your Jira site that does not have Rovo activated
      2. Now open Projects and try creating an Automation
      3. Add any trigger for the rule and now under Add Action search for Rovo
      4. You will notice that "Use Rovo Agent" shows up as an option and asks to "Connect to Rovo" as below:
      5. Once done now it even asks to select an agent but the field is restricted like below:

       

      Expected Results

      Rovo agent option should not be available for automation actions if the Rovo is not enabled for the site or should have a warning stating the same.

      Actual Results
