Ability to use non-alphanumeric characters in incident Template Names

      User Problem

      Incident Template Names can only contain alphanumeric characters. 

      Customers would like to use other characters (e.g. Japanese, or Chinese characters) for better recognisability and use by internal staff. 

      Suggested Solution 

      Add support for other characters (like there is for Incident Name)

      Workaround 

      None.
