Admin Settings Manage apps screen shows through top nav when scrolling down on it

      Issue Summary

      Noticed something funky on the Manage apps page in relations to top nav, where certain elements, like the "User-installed" drop down are showing through the top nav when scrolling through a page.

      Steps to Reproduce

      1. On a production instance with Nav v3, as a Confluence admin, navigate to Manage apps in Confluence Settings.
      2. Under the User-installed apps section, click the chevron icon to expand each app's details
      3. Scroll down on the screen and observe the top nav section

      Expected Results

      Nothing should show through the top nav.

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
