Issue Summary

Steps to Reproduce

1. Create an instructional app in marketplace i.e by selecting "My app isn't directly installable" that appears while publishing a new app. Provide the app file location and follow all other steps required for publishing an app.
2. Once the app is published verify the "Download installer" button from version history page.
3. It redirects the user to https://marketplace-admin.internal.atlassian.com/download/apps/\appId/version/VersionId which returns 404.

Expected Results

Ideally the "Download Installer" button should be removed since there is no binary or Jar file for the app.

Actual Results

The "Download Installer" button appears.
