User is getting 401 when trying to upload a new app version

      Issue Summary

      The user gets 401 when trying to upload a new app version, the process uses the API: `/rest/2/assets/artifact`
      This results in the app upload not working with the error “token is expired” showing on the developer tools

      This does not happen to all users or for all apps.

      Steps to Reproduce

      1. Visit the manage Apps page
      2. Upload app artifact
      3. The API is throwing 401 for some specific user

      Expected Results

      Should be able to upload the jar file successfully

      Actual Results

      UI displays "Unknown error in file upload"
      Developer tools show 401 “token is expired”

      Workaround

      Partners would need to ask another user from their team to release versions on their behalf - as it's a user-specific problem. There is no other alternative for this specific user to upload JAR as of now.

            Issue is still not fixed. Should I create new ECOHELP?  I don't have an access to previous ticket
