When migrating only users related to the selected spaces, I need the option to also grant product access

 Users related to the selected spaces are migrated can only be migrated without the product access.

 It is not possible to select the option to migrate users related to the selected spaces with product access

Steps to reproduce

In the Confluence Cloud Migration Assistant, when the option to "Only migrate users related to the selected spaces" is selected,

It is not possible to select the option to also grant these user product access,

Impact

• Data created by this user may fail, as the user is migrated without product access and not able to create data until they are granted product access
• This has been found to block some app migrations, such as is the case with Confluence Questions.

What's expected

In the Confluence Cloud Migration Assistant, when the option to "Only migrate users related to the selected spaces" is selected, the option to grant the migrated users access to Confluence or not is made available.
