CCMA should allow you an option to remove spaces with public access settings from a migration plan

Currently CCMA will alert an admin that a space would allow public access - however it doesn't expose an option to remove these spaces from a migration plan.

For example, you can do this quickly when the migration planner detects that spaces already exist in target. We should do the same for public settings spaces to make migrations easier.
