XML validation during Jira site import

      Issue Summary:

      During the Jira site import, the XML validation takes a long time and after that the site import also take time (both proceed together take between 20 to 36 hours)

      Steps to Reproduce

      1. Take an XML backup of the Jira server ( the backup > 600mb + )
      2. Import this backup to the Jira cloud using the Jira import method.
      3. If the backup file is greater than 600MB then the XML validation takes anywhere between 6 to 8 hours.
      4. After this, the import takes between 15 to 28 hours.

      Expected Results

      The Jira import should not take such a long time. The import to be done within 8 hours max.

      Actual Results:

      It has been observed that the import takes 20 to 36 hours,
